Ruby installer not being listed as installed, entry missing from 'pkg.list_pkgs' #1511

The ruby installer sls does not show the pkg as being installed on the system after it has been. The issue seems to be that it is not listed in salt 'minion' pkg.list_pkgs saltenv=NotARealEnv.

Not sure where else to look for the correct pkg name. Could also just be a problem with how the ruby installer works?

This is usually an issue with the full_name or the version not matching exactly what's found in Add/Remove Programs. I'll have to look at it a little later.
