If someone is turned into a para, they cannot be manually assigned or unassigned a case manager
EXPECTED
The admin should be able to switch a para to another case manager
Possible complications:
A case manager should not be able to have their role changed until they have no more paras assigned to them
A para should be allowed to be "orphaned"
There ought to be no issues about tasks assigned to paras even after the para has been reassigned to a different case manager, i.e. they shouldn't lose access to their tasks
