[VMware/NGC] Adding Storage platform using a non admin user fails

What happened:
Created a non-admin user from opensds dashboard.
provided the newly created user credential in NGC add storage platfrom page.
Operation failed with unauthrized message.
What you expected to happen:
User shoud be able to add opensds with non admin user also.
How to reproduce it (as minimally and precisely as possible):
Created a non-admin user from opensds dashboard.
provided the newly created user credential in NGC add storage platfrom page.
