Allow a Web Components project to be initiated without a Builder

Storybook init forces me to select a builder.

My project does not have a builder.

I would like Storybook init to set up a project that can use straight up Web Components.

My project does not use any kind of builders. It is just vanilla HTML, CSS, JS.
