LU grids not being read when the interval between grids are not covered by simulation time

When only a single time step for the LU grid is provided, the model log states that the LU parameters are kept uniform over time BUT the LU grids are not read at all.

When more than one LU grid is provided, the model assesses the period between the two consecutive LU grids. However, if the model run time does not fully encompass the interval between the two LU grids, then the model does not simply read in the LU grid at all and uses the LDT instead.
