Move to github.com/yarpc

I'd like to move this repo closer to the projects that it serves.

Namely, I'd like to move it to github.com/yarpc/idl.

That will increase the visibility for the people that own this very actively used project.

AFAICT, this won't affect users, with how npm operates.

@kriskowal do you buy this? If so, let's move it once I'm back.

Seems fine to me. We’ll need to make another adjustment for CI to work again since the unit tests depend on the remote reference.
