Localized Music Patch downloading but not getting installed with web installer

Describe the bug
Patch_LocalizedMusic.7z.001 and 002 are downloaded by the web installer, but are not installed into the game's files. Downloading those files from the links in the web installer source and manually extracting to the installation directory results in the four files from the archive (pop.package, etc) replacing smaller files that are in a finished install with the web installer.

To Reproduce
Steps to reproduce the behavior:

1. Install using web installer
2. Compare files from 7z archive with game install files

Expected behavior
Localized Music patch installed
