When open ai service deployed to different subscription, deployment script fails to get the service scope to assign permissions to call it.
This PR introduces another key
GRAPHRAG_OPENAI_SUBSCRIPTIONwhich the users should config and the script wll pass it toaz cognitiveservices account listcli command.
