finish script, taking 1 hour to collect 32K vote records

revise a function name for clarity, add 5 seconds between every request on a per congress session basis
improve threading mainly, attempting to avoid getting blocked by senate.gov (x3)

Pull house and senate votes from the website
On hold until SQL db is fully setup (in order to avoid getting blocked by senate.gov... repeatedly)
