Tradeoff Analysis of Recovery Pathways post Superstorm Sandy: a New Jersey Case Study. (once published, include a link to the text)

Abstract

ABSTRACT: Coastal impacts from climate-induced sea level rise and storm surge are straining public and household finances, elevating debates about resource distribution for adaptation. In the U.S., cost-sharing agreements create expectations for federal aid after flood disasters. However, the full costs of rebuilding repetitive loss regions—and how these compare to alternatives like relocation—are poorly understood. Focusing on the barrier-island neighborhood of Ortley Beach, New Jersey, we reconstruct the historical record to evaluate the costs of rebuilding after Superstorm Sandy and their distribution. Findings demonstrate how intergovernmental transfers soften local budget constraints and incentivize rebuilding. We propose alternative response scenarios—including property buyouts—and apply a conservative economic analysis to identify the most cost-effective policies over 50 years. Results vary with discount rates and assumptions about home values, protection costs, and residual risk. At a 2 percent discount rate, buyout costs breakeven with rebuilding costs if the market value of homes is deflated by approximately 35 percent, or if the residual risk and protection estimates are approximately doubled. Clustered buyouts of the most exposed homes would likely have been optimal post-Sandy. This case study presents innovative methods for evaluating distributional and efficiency outcomes of adaptation pathways relevant to other regions.

1_OB_AAL_Estimates.rmd Processes First Street Average Annual Loss (AAL) parcel level data for low, mid, and high climate scenarios for 2021 and 2051. Estimates total AAL by cluster (S1, S3, S4) for years 2021 and 2051, from Licensed First Street Data.
2_OB_AAL_Interpolation_Discounting_ResidualRisk_Estimates.rmd For each scenario, we take the total AAL for the properties in the scenario, and do linear interpolation to estimate the values for years 2012:2062. We then discount the AAL values at 2%, 3%, and 7%, and sum to obtain NPV by scenario. We call this the residual risk estimate.

3 Scenario Analsyis

Folder location: scripts/workflow/3_ScenarioAnalysis

Generates estimates of retrospective a) retrospective policy cost, b) prospective beach nourishment / protection cost and c) residual risk costs associated with each scenario, by discount rate and assumption (low, mid, high). Compares costs accross scenarios.
