qdl: update to the latest upstream

Update to the latest commit of the upstream repository https://github.com/linux-msm/qdl.git.

Relevant changes from latest upstream:
- support for old libusb
- support for building across ubuntu variants
- updates to firehose configuration
- support for <read> operations
