partially working drag and drop

Issues I am running into

If an element has no items in list, it doesn't handling drag and drop into that container. There needs to be a CSS refactor for a minimum height to drop cards onto
Some z-index issues, and event listeners on top. Causes conflicts with drag and drop events it seems like
