fix: OtherCI GPG instructions

[spalmurray-codecov]

Updates the GPG instructions in OtherCI coverage onboarding. Also adds instructions for Linux Arm64 and Alpine Arm64 like we have in the docs.

Closes codecov/engineering-team#2719
