Description

• Update espp submodule to latest version, including new espp::BasePeripheral and refactored peripheral components which subclass it.
• Update Mt6701 config structure in main to change to new read function naming.
• Add CI for automated static analysis, build, and release
• Update clang format to change BMI styling to match latest in espp repo.

Motivation and Context

Keeps the code up to date and a good example for espp.

How has this been tested?

Building and running main on the BLDC motor test stand.
