Fix initial sharding balancing (#606)

* added notes and test for initial balancing

* fix initial assignment

* rebalance test helpers

* add one more initial assign test

* sharding: fix function_name and re-enable tests

* fmt and clippy

* adding more debug logs + narrowing the problematic scenario

* disable tests for now
