Add Bluetooth config entries for remote scanners #135543

The end goal is to be able to manage each scanner in the Bluetooth config panel. For the first version, only the advertisment data is available. In the future we plan to show active connections, available connection counts, and the ability to manage passive/active scans.

Proposed change
