chore(ci): fix and sort changelog

[mloiseleur]

What does it do ?

It tries to make changelog more readable. I tried https://github.com/orhun/git-cliff without success.

I'm still motivated to improve current script, so I tried with a sort. It looks betters, even if it's lacking category.

I also fixed an issue with gh pr view "..." | grep author

For instance on PR 4959, it gives this output:
