Creates a mostly unimplemented Oracles contract, conforming to the new interface.
Sets up mostly empty Foundry tests for all public/external functions.
- Including TODOs for some additional test cases to be added (non-exhaustive; most of these depend on some additional testing helpers to submit reports).
Changed addRateFeed function to include initial parameters.
