Description: Update detection of OS to fix #20300
The updated detection routine has been adapted from: https://github.com/dotnet/install-scripts/blob/main/src/dotnet-install.ps1
This should allow installs of the correct version of .NET on ARM, as currently it installs the x86 version instead of the ARM version
