In case of `AzureChatCompletionWithData`, Azure OpenAI API is different, so `ChatHistory` should also contain message from `Tool`, which is the new chat role, that contains information from data source of chat response. The flow of `ChatHistory` maintenance should look like this - `AddUserMessage` -> `AddToolMessage` -> `AddAssistantMessage` -> `AddUserMessage`). ### Motivation and Context This pull request updates the logger creation in various classes throughout the project, replacing the usage of `nameof` with `typeof` to ensure that the logger instances are created with the correct type information. When objects create loggers using only the class or type name results in the need to control filtering for each individual class or type. When using vector search with `VectorMetricType.Cosine`, Azure Cognitive Search search result score is expressed as Cosine Distance. The value `minRelevanceScore` passed to `IMemoryStore` is expressed as Cosine Similarity, so it's important to transform the values during the comparison and when returning results. ### Motivation and Context Reduce the responsibility surface of Semantic Kernel regarding Resiliency implementations, keeping only the abstractions that can be delegated and handling by well know resiliency libraries and custom implementations. Extract existing logic from Kernel Core to an extension project that can handle retry logic similar to the prior using Polly Policies. ### Description `ISKFunction` exposes a `SetDefaultFunctionCollection`. On all implementations it's either a nop or just delegates to the same interface method on a wrapped object. Also replaces contains_key with __contains__ so that 'in' keyword can be used, just like a normal dict. ### Motivation and Context It is easy to mistakenly call the non-streaming API of the streaming interface when you want streaming. This also resolves problem where non streaming behavior/implementation is enforced upon streaming objects. Callers should be driven to the "pit of success" of calling the intended API. Resolves #2730 Resolves Partially #3198 ### Description Removes the inheritance from ITextResult and IChatResult from streaming counterparts.
