Also, move the protocol tests under test-lwt. Doing this in two steps to make the diff easier to read.
Makes it match the new package names, and also will shrink the diff for the Eio port.

The core protocol is now
capnp-rpc/protoand the core tests are nowtest/proto.Split into two commits to help Git show sensible diffs.
