This is a rework of #1019 using a freshly-compiled
zicandzdumpfrom the IANA source. #1019 had the new data changes right, but some unrelated changes also crept in (which failed the tests). I suspect that Ubuntu's bundledzdumpis slightly buggy at the moment, as I've also experienced it doing weird things with the newer tzdb releases.
