Add the MQTT launcher to services on the robot #37

The MQTT launcher will start stop behaviors on the robot. We can register them as systemd tasks.
The launcher can accept /launcher/start: service name, /launcher/stop: service name and launcher/poweroff with no payload.

Definition of ready

Definition of done

  • Test service to launch/stop
  • MQTT launcher service installed on the robot via pyinfra
  • PR merged with launcher available
