Updates the following packages:

babel 7.26.0
eslint 9.17.0
jest 29.7.0
webpack 5.97.1
and their dependencies

Migrates the ESlint configuration to a flat config using the @eslint/migrate-config migrator and fixes some of the linter suggestions in the tests.
