Fix/unavailable

[0x4007]

Had to do a refactoring, and for thorough testing I had to knock out a few of small tasks in one go.

• Resolves Fork Linkback Fix devpool-directory-tasks#45
  • Took a very deep dive to find out exactly where the problem is. The refactoring was inspired mostly by the incorrectly named variables, making this really misleading to find (partnerIssue would be named directoryIssue meaning the opposite etc)
• Resolves Too Long of Partner Names Can't Sync devpool-directory-tasks#50
  • Used to be initialized as a "default label"
• Resolves Unavailable label unexpected behavior devpool-directory-tasks#51
  • This was key to initializing a new Directory (needs the label or silently fails)
