Spawn journal paper

Plan to have solid draft by end of February. Will do last edits and one more editorial revision.

Modelica Buildings Library

For end of FY23, release Spawn with only interaction being to actuators, schedules, output variables, and keep EnergyPlus HVAC system. For FY24, consider adding sizing information and send back to Modelica as parameters.

PNNL and ORNL keeps working on system model with Sen. Presented slides with current systems being modeled. PNNL presented slides for room level AC units, ORNL presented slides for auto-tuning. Make sure low priority of damper is taken into account in controller.

EnergyPlus-Modelica coupling

Update to EnergyPlus 22.2.0
